The Government held a special sitting on construction of 100 hospitals and 100 schools through public-private partnerships in pursuance of the goal set by the President in his Annual Address to the Nation.
According to B. Saparbayev, Kazakh Vice Minister of Economic Affairs and Budget Planning, who heads an ad-hoc working group [responsible for accomplishment of the task], at 115 schools throughout the country school students have to be taking 3 shifts a day, another 216 schools are in disrepair. Moreover, 997 population centers have no schools available at all.
According to B. Saparbayev, plans are afoot to construct – including facilities already under construction – 160 schools and 131 hospitals in the three years to come.
Most of the projects will be implemented on the public-private partnership basis.
According to PM K. Massimov, to have the task accomplished, it’s important to provide a package solution: “At an early stage we need to define who will be working in the new hospitals and schools and how to provide the personnel with adequate residential quarters. I commission you, the members of the working group, to look for package solutions when addressing this and other tasks”.
