Head of State submitted a draft law on amendments and addenda to the Kazakh Constitution.
President stressed that the draft law had been elaborated by the State Committee for Democratic Reforms and an ad-hoc working group.
”The time has come to lay a legislation foundation which will ensure successfulness of the liberal reforms already launched, transition to a new balance of interests of the society and the state, build-up of a new system of checks and balances in the nationhood-building process at this new stage of Kazakhstan’s development”, Kazakhstan President said.
President Nazarbayev announced that the number of seats in the Majilis (lower chamber) will be increased up to 30 to reach 107, 98 of the deputies will be elected on proportional basis, and 9 deputies will be representing the Assembly of the Peoples of Kazakhstan.
Thus, according to the Kazakh President, the overall number of seats in the Parliament will be increased by 38 to make up 154. “This is an adequate number for the 15 million people of Kazakhstan’s population”, President believes.
When speaking at the joint Parliament sitting, President Nazarbayev also said that it’s expedient to cut presidential tenure from the current 7 to 5 years.
”This was the path taken, for instance, by France. This reform will phase in after 2012. In principle, we could retain the current term, but this change is in line with democratic approaches”, N. Nazarbayev said. According to him, “through this measure Kazakhstan confirms firmness of our democratic aspirations, and provides equal tenures for all the key positions”.
