Introduction of strategic planning to upgrade quality of public administration
Introduction of strategic planning into the wok of public bodies will facilitate achievement of strategic goals in the nation’s development and will support further enhancement of public administration quality. This was announced today at the Majilis hearings by Karim Massimov, Kazakhstan Prime Minister.

This was announced today at the Majilis hearings by Karim Massimov, Kazakhstan Prime Minister.
”First of all, each ministry, agency and regional governor’s office will have to define their respective strategic goals for the five years to come, so that these goals could be approved by the Government. To evaluate effectiveness, special indicators of efficiency and transparency will be elaborated. These indicators will be specified in agreements to be entered into by the Government and heads of public bodies. Shift to this system will be effected for all the public bodies, including regional, starting from 2009”, Prime Minister informed.
To upgrade quality of public services, work is still under way to form the e-government system, PM said.
“Despite the complex work being carried to put in place infrastructure for the e-government, certain positive results are already there”, PM noted. Electronic document turnover has already been introduced; web-sites of most of the public bodies have been successfully operating”. But the most important thing, according to the PM, is independent evaluation of public services that has not been practiced so far. Companies specialized in carrying out polls will be attracted for this type of job, Head of the Kazakh Cabinet informed.
