Administrative reforms to transform the public administration system

K. Massimov pointed out that administration technology in the state sector is inferior to that applied in the private sector. This is reflected in the quality of state services rendered to the public, in decisions taken, and in evaluation of state bodies’ efficiency.
”Of all the vectors of economic policy pursued by the Government, administrative reform seeks first of all to transform the very system of public administration. Greatest emphasis is being placed on gains in effectiveness of the public bodies’ work. In other words, for the same money we need to have more services of a higher quality rendered”, K. Massimov said.
Prime Minister informed that the reform will cover 6 areas. Public service will be the first area to be reformed. “The new system of public servants’ work remuneration will be based on unbiased evaluation of work done by each individual public servant in particular and by the entire public body. A bonuses system will be gradually introduced, with the bonuses being based on ratings. Setting of clear tasks and regular control to have the tasks accomplished will strengthen their [public bodies’] accountability before the general public”, Prime Minister said.
K. Massimov went on to say that work is under way to divide political and managerial functions. Public administration system will incorporate a new position – that of State Secretary. “This will enable political leaders to more fully concentrate on strategic tasks in all the realms”, Prime Minister noted.
According to him, greater independence will be granted to public bodies in distribution and use of budget means. “At the same time, we will strengthen accountability of the public bodies’ heads, making them to produce concrete results. To this end, respective changes will be inserted into the budget classification; new standards of financial accounting for public bodies will be set”, Prime Minister elaborated.
