Agreements with Russia Add Dynamics to Further Cooperation between the States

Today Kazakh Prime-Minister Karim Massimov has held extended and restricted-attendance talks with his Russian counterpart Mikhail Fradkov in the Government House of the Russian Federation.

Speaking at a press-conference following the meetings M. Fradkov said that he “had a very in-depth and open discussion with his Kazakh counterpart in the vein of friendship and cooperation between the two countries”.

”We have discussed quite a wide range of topics, and dwelt on promising vectors of interaction, in particular on fuel and energy, high tech, joint space exploration, and civil use of nuclear energy. We have reiterated our nations’ interest in enhancement of military-technical cooperation. We have agreed to jointly supervise implementation of the Joint Actions Plan for 2007-2008 adopted by Heads of State in Astana in May which specifies priority steps to be taken to expand and make more profound interaction between the two nations”, M. Fradkov said.

According to him, the talks had been held in a friendly atmosphere and the sides had supported the idea of holding regular meetings in future.

Head of the Russian Government added that the on-going processes to enhance state administration system in Kazakhstan are of interest to Russia. “They are interesting for us as we could borrow Kazakhstan’s practices to employ them in Russia”, M. Fradkov stressed.

Though no agreements were signed by the sides this time, M. Fradkov said that they had agreed to draft a number of agreements to complement the existing basis for cooperation in trade-and-economy and investments spheres.

In his turn, K. Massimov noted that the agreement signed between KazMunaiGaz National Oil Company and Gazprom on gas supplies to Orenburg-based gas refinery “is an important concrete result”.

”A working group has been established to pursue instructions jointly given by the Presidents of Russia, Kazakhstan and Turkmenistan on construction of the Prikaspiiskyi Gas Pipeline. Intensive concrete work is under way. We’ve been cooperation in the realm of transport and considering new routes along waterways of Russia”, K. Massimov said.

M. Fradkov added that the intergovernmental agreement on the Prikaspiiskyi Gas Pipeline is expected to be signed by September. According to this agreement, construction of the new pipe will start in the second half of 2008, while reconstruction of the existing pipe will start as early as in the first half of 2008.

K. Massimov thanked M. Fradkov for initiating talks on training courses at the Kazakhstan-based Baikonur Cosmodrome currently rented by Russia. “We have agreed to have all the required documents prepared by the next sitting of the intergovernmental committee”, K. Massimov said the briefing.

Kazakhstan Prime Minister summed up with saying that anticipated growth of the bilateral trade turnover by 43% points to optimistic prospects for further cooperation between Russia and Kazakhstan.


M. Fradkov noted that Russia is expecting bilateral trade turnover to hit USD 16 billion by the end of 2007. At the same time he stressed that this forecast has nothing to do with growing prices for energy and is only conditioned by the trend towards widening of the range of bilateral supplies.


Following the meeting with M. Fradkov, Prime Minister K. Massimov headed for the Residence of the President of Russia, where he is to meet the Russian Leader Vladimir Putin.
