Born in 1965. Graduated from Tselinograd Construction-Engineering Institute, the Plekhanov Russian Economic Academy with majors in construction engineering and economics.
Started as installer at Tselintyazhstroi Trust, later became an entrepreneur. Worked as Deputy Director General of the Union of Innovation Enterprises of Kazakhstan, Director General of a joint Kazakh-German enterprise. From 1996 till 2004 – First Deputy Akim (Mayor) of Akmola city, Deputy Chairman of administrative board of Akmola special economic zone, Vice-Minister of Transport and Communications, First Vice-Minister of industry and Trade.
Since August 2005 – Minister of Transport and Communications of the Republic of Kazakhstan.
In September 2006 appointed Akim (Mayor) of Astana city.
Akim (Mayor) of Almaty City
Imangali N. Tasmagambetov
Born December 9, 1956 in Novobogat village of Makhambet region of Guriev Oblast.
Graduated from the Pushkin Ural Education Institute, Doctor of political sciences. In 1989 was elected first secretary of Leninist Young Communist League of Kazakhstan. In 1991 became Chairman of State Committee for Youth Issues of Kazakhstan, in 1993 – Assistant to the President of Kazakhstan. Later was appointed Akim (Governor) of Atyrau Oblast, occupied the post of Deputy Prim-Minister of Kazakhstan. From 2002 till June 2003 was Prime-Minister of Kazakhstan. Since June 2003 held the position of State Secretary of Kazakhstan. By Presidential Decree was appointed Head of Administration of the President of the Republic of Kazakhstan in March 2004.
Since December 2004 – Akim (Mayor) of Almaty city.
Akim (Governor) of Akmola Oblast
Mazhit T. Yesenbayev
Born in 1949. Graduated from Kazakh Polytechnic Institute, PhD in Economics.
Worked in the Institute of Economics under State Planning Committee of the Republic of Kazakhstan, lectured in the institute. Was appointed to executive positions at state bodies of Karaganda Oblast, Headed Tax Inspector’s General Department of the Finance Ministry – First Deputy Minister, Chaired State Tax Committee, Chaired Tax Committee of the Finance Ministry, was appointed Akim (Governor) of Karaganda Oblast.
Since October 1999 – Minister of Finance of the Republic of Kazakhstan, Since January 2002 – Minister of Economy and Trade of the Republic of Kazakhstan, Since June 2003 – Assistant to the President of the Republic of Kazakhstan.
In March 2004 was appointed Akim (Governor) of Akmola Oblast.
In December 2005 was awarded Order of the First President of the Republic of Kazakhstan.
Akim (Governor) of Aktubinsk Oblast
Yeleusin N. Sagindikov
Born in 1947. Graduated from Aktubinsk Education Institute, Western-Kazakhstan Agricultural Institute. Doctor of economics.
After graduation started as industrial trainer and went all the way through to Vice-Minister of Education. Was appointed Deputy Akim (Governor) of Aktubinsk Oblast, Akim (Mayor) of Aktobe city. In recent years – Deputy of the Senate of the Parliament of the Republic of Kazakhstan. Awarded two medals, plaque “For merit in development of professional technical education of USSR”, “Astana” commemorative medal, “Kurmet” order.

Born in 1950. Graduated from Almaty Zoological Veterinarian Institute.
Worked as zootechnician, director of sovkhoz, chairman of Kegen regional agroindustrial facility. Was appointed head of Kurty regional administration, deputy, first deputy, Akim (Governor) of Almaty Oblast.
Since February 1999 – Akim (Governor) of Zhambyl Oblast. Since May 2004 – Minister of Agriculture of the Republic of Kazakhstan.
Since August 2005 – Akim (Governor) of Almaty Oblast.

Born in 1967. Graduated from Alma-Aty Architectural and Construction Institute and Kazakh State Academy of Law.
After graduation occupied executive positions in business structures.
In 2002-2004 – Secretary of Atyrau Oblast Maslikhat (Executive Commission). In 2005-2006 – Deputy Akim (Governor) of Atyrau Oblast.
Since February 2006 – Akim (Mayor) of Atyrau City. Since October 2006 – Akim (Governor) of Atyrau Oblast.

Born November 23, 1948. Graduated from the Kirov Omsk Agricultural Institute. Advisor to the President of Kazakhstan (July 1999 – November 2001); Ambassador-at-large of the Ministry of Foreign Affairs; Since November 2001– Extraordinary and Plenipotentiary Ambassador of Kazakhstan to China, since March 2003 - Extraordinary and Plenipotentiary Ambassador of Kazakhstan to Vietnam, Mongolia, Democratic People's Republic of Korea. Honorary President of Archery Federation of the Republic of Kazakhstan. Deputy of the 12th Supreme Council of the Republic of Kazakhstan. Since January 2007 – Akim (Governor) of Eastern-Kazakhstan Oblast.

Born in 1952. Graduated from Alma-Ata Zoological Veterinarian Institute, Eurasian Market Institute.
Work as chief zootechnician, Director of sovkhoz, Chairman of Priozersk regional and Jezkazgan Oblast argoindustrial department. Was appointed Deputy, First Deputy of Jezkazgan Oblast Akim (Governor), Government comptroller of Organizational-and-Control Department of presidential administration. Later was appointed Deputy Akim (Governor) of Zhambyl Oblast.

Akim (Governor) of Western-Kazakhstan Oblast
Baktykozha S. Izmukhambetov
Born in 1948. Graduated from Ufa Oil Institute. Doctor of Technical Sciences.
Started as a driller with Embaneft association. Occupied a number of positions in Kazakh Exploration R&D Institute. Between 1983 and 1987 was on a mission in the Republic of Yemen. Was chief technologist and head of Atyrau experimental methodological expedition. In 1991-1993 occupied executive positions in the Ministry of Geology and Subsurface Protection. Was appointed General Director of Kazahturkmunay joint venture, Kazmunaiteniz offshore oil company, Managing Director of KazMunaiGaz national oil company, First Vice-Minister of Energy and Mineral Resources of the Republic of Kazakhstan.
Since January 2006 – Minister of Energy and Mineral Resources of the Republic of Kazakhstan.
Since August 2007 – appointed Akim (Governor) of Western-Kazakhstan Oblast
Akim (Governor) of Karaganda Oblast
Nurlan Z. Nigmatulin
Nurlan Z. Nigmatulin Born in 1962. Graduated from Karaganda Polytechnic Institute. Doctor of political sciences.
Started his work experience in 1984 as an engineer, later worked chief of vehicle transport column of Karagandaoblgaz production association. Occupied executive posts in government bodies of Karaganda Oblast. Held the posts of Chairman of the Committee Youth Organizations of Kazakhstan, President of Tenkri azakh-American joint venture. Was appointed government comptroller, deputy Chief of Department of presidential administration, Deputy Akim (Mayor) of Astana city, Vice-minister of Transport and Communications. In June 2004 – appointed Deputy Head of presidential administration.
Since January 2006 – Akim (Governor) of Karaganda Oblast.
