Born in 1952. Graduated from Tselinograd Agricultural Institute, Higher Party School of Alma-Ata, - mechanic engineer.
After graduation from the institute worked as mechanic, chief engineer of sovkhoz; director of sovkhoz; Chairman of Alekseev regional executive committee, First Secretary of the Party regional executive committee; head of Turgai Oblast Administration; Deputy Prime-Minister; acting Minister of Agriculture; President of Integratsiya-Tselina; Minister of Agriculture. From September 1998 to March 2004 – Akim (Governor) of Akmola Oblast.
Awarded with the order “Barys” of the 3rd degree and two medals.
Since March 2004 – Akim (Governor) of Kostanai Oblast.

Mukhtar A. Kul-Mukhammed

Born December 12, 1960.
Graduated from the Al-Farabi Kazakh State National University (1982), Doctor of Law, Professor.
After graduation from the university worked as: science editor, senior science editor, chief editor for philosophy, law and sociology, executive editor, deputy chief editor of Main Editors Office of Kazakh Encyclopedia (1983–92); Director of small enterprise “Atamura”, Chairman of “Atamura” JSC , President of publishing corporation “Atamura” (1992-1999).
Since November 1999 – Deputy of the Senate of the Parliament of the Republic of Kazakhstan (appointed by President of Kazakhstan); since December 1999 – Secretary of the Committee for Legislation and Legal Reform; since June 2000 – Chairman of the Senate Committee for Social and Cultural Development.
From May 2001 till September 2003 – Minister of Culture, Information and Social Accord of the Republic of Kazakhstan. From September 2003 till April 2004 – Advisor to the President of the Republic of Kazakhstan.
From April 2004 till January 2006 – Press-Secretary of the President of the Republic of Kazakhstan. From January 28, 2006 till January 11, 2007 – Deputy Head of the Presidential Administration – Press-Secretary of the President of the Republic of Kazakhstan.
Since January 12, 2007 – Akim (Governor) of Kyzylorda Oblast.

Professor of the Al-Farabi Kazakh State National University, professor of the Gumilev Eurasian National University, active member of the New York Academy of Sciences (since 1997). Winner of state prize of the Republic of Kazakhstan (1996). Major directions of scientific activity: history of State and law, history of political and legal movements, theory of State and law.
Monographs: “Problems of the history of Kazakhstan in ’pre-revolutionary Russian encyclopedias” (1994), “Zh. Akbayev: politician, patriot, legislator” (1995), “Evolution of political and legal views of Alash activists” (1998), “Forming and development of Alash-Orda leaders’ ideas about state and law” (1999), “Colonial regime in Kazakhstan (1868 – 1917)” (2000), “Lawmaking: problems and searches” (2000), “Program of Alash: falsification and reality” (2001). He is an author of more than 100 scientific works, books on history of Kazakhstan and a large amount of articles on eastern philosophy, culturology, history, literary studies.

Krymbek E. Kusherbayev

Born in 1955. Graduated from Kazakh Polytechnic Institute with major in civil engineering. Doctor of political sciences.
Worked as Deputy Head of Staff of the Ministers Cabinet – Chief of Internal Policies Department; Deputy Head of Staff of the Government – Chief of Territorial Development Department; Press-secretary – Chief of Presidential Press-Service. Was appointed Minister of Education, Culture and Healthcare, Minister of Healthcare, Education and Sports, Minister of Education and Science. From 2000 till 2003 – Akim (Mayor) of Western-Kazakhstan Oblast. From 2003 till 2004 Extraordinary and Plenipotentiary Ambassador of Kazakhstan to the Russian Federation, since May 2004 - Extraordinary and Plenipotentiary Ambassador of Kazakhstan to Armenia and Finland.
Since January 2006 Akim (Governor) of Mangystau Oblast.

Akim (Governor) of Pavlodar Oblast

Kairat A. Nurpeisov

Born in 1957 in Galkino village of Sherbaktinski region of Pavlodar Oblast. Graduated from Pavlodar Education Institute and Alma-Ata Institute of National Economy, with majors in mathematics teaching and economics.
Started as mechanist of locomotive depot of Pavlodar station.
From 1982 till 1998 worked at financial and tax bodies of the Oblast, went all the way from senior economist to Chairman of Tax Committee for Pavlodar Oblast.
From 1998 till 2002 worked as Vice-minister of Energy, Industry and Trade, later as Vice-Minister of State Revenues of the Republic of Kazakhstan.
Later served as Akim (Mayor) of Pavlodar city.
Since June 2003 – Akim (Governor) of Pavlodar Oblast.

Akim (Governor) of Northern-Kazakhstan Oblast

Tair A. Mansurov

Born in 1948. Graduated from Kazakh Polytechnic Institute, Higher Party School of Moscow, Doctor of political sciences. Has a diplomatic rank of Extraordinary and Plenipotentiary Ambassador.
After graduation worked as concreter, engineer, chief engineer of Almaatatsentrostroi building authority.
Occupied executive positions in government bodies in Almaty, Karaganda, Moscow.
From 1994 till 2002 – Extraordinary and Plenipotentiary Ambassador to the Russian Federation; From 1996 till 2002 - Extraordinary and Plenipotentiary Ambassador to Finland pluralistically; in 2002-2003 – ambassador at large of the Ministry of Foreign Affair, Advisor to the President.
December 2003 – Akim (Governor) of Northern-Kazakhstan Oblast.

NURGALI S. ASHIMOV

Born in 1959 in Chimkent city. Graduated from Moscow Institute of Economics and Statistics (1981) with major in engineering and mathematics; took postgraduate studies in the same institute. PhD in economics (1989): thesis “Research and Development of MISC Information Databases Design Methods”. Starting from 1981 employed as junior research fellow at R&D Institute under the State Planning Committee. In 1987 promoted to Head Department of the R&D Institute under the State Planning Committee. Starting from 1990 worked as senior teacher at the National Institute of Continuing Education under the Council of Ministers, senior teacher at Kazakh Chemical-Engineering Institute. Starting from March 1992 – advisor to South-Kazakhstan Oblast Governor; in August 1992 – appointed Vice-Governor of South-Kazakhstan Oblast and chairman of Territorial Commission for State Property in the same Oblast. Starting from 1996 – Head of the National Bank’s Regional Administration of South-Kazakhstan Oblast. Starting from 1997 – Vice-Minister of Economic Affairs and Trade. Starting from 1997 – Deputy Chaimran of the Board of Bank Turan Alem CJSC. Starting from 1998 – Vice-Governor of Kostanai Oblast. Starting from February 1999 Mayor of Kostanai city. Starting from July 2000 – Vice-President for Commerce and Marketing at KazTransGaz CJSC. Starting from November 2000 – Director General of Intergas CentraI Asia CJSC. Starting from January 2001 – President of KazTransGaz CJSC. Before the current position he served First-Vice-Minister of Energy and Mineral Resources.In August 2007 he was appointed Governor of South-Kazakhstan Oblast.
