Born in 1952. Graduated from Tselinograd Agricultural Institute, Higher Party School of Alma-Ata, - mechanic engineer.
After graduation from the institute worked as mechanic, chief engineer of sovkhoz; director of sovkhoz; Chairman of Alekseev regional executive committee, First Secretary of the Party regional executive committee; head of Turgai Oblast Administration; Deputy Prime-Minister; acting Minister of Agriculture; President of Integratsiya-Tselina; Minister of Agriculture. From September 1998 to March 2004 – Akim (Governor) of Akmola Oblast.
Awarded with the order “Barys” of the 3rd degree and two medals.
Since March 2004 – Akim (Governor) of Kostanai Oblast.
Akim (Governor) of Kyzylorda Oblast
Bolatbek B. Kuandykov
Was born February 14, 1969 in Kashkansusk rural district of Kzylorda oblast.
Graduated from the Kazakh State Academy of Management in 1994. PhD in Economics.
Started his professional career in 1986 in Construction Authority-39 in Almaty.
In 1992-1996 worked as economist with the “Leader” Cooperative Enterprise in Almaty; as economist with the Adam-Ata international JSC; grew from economist to Head of Department at the National Bank in Kazakhstan. In 1996 headed the Kyzylorda Regional Administration of the National Bank; served as vice Akim (mayor), First Vice Akim of Kzylorda oblast; headed a Department in the Ministry of Economy and Budget Planning; served as Vice Minister of Emergencies.
From 2007 served as state inspector with the Administration of the President; in May 2008 was appointed Akim (Mayor) of Kzylorda oblast.
Akim (Governor) of Mangystau Oblast
Krymbek E. Kusherbayev
Born in 1955. Graduated from Kazakh Polytechnic Institute with major in civil engineering. Doctor of political sciences.
Worked as Deputy Head of Staff of the Ministers Cabinet – Chief of Internal Policies Department; Deputy Head of Staff of the Government – Chief of Territorial Development Department; Press-secretary – Chief of Presidential Press-Service. Was appointed Minister of Education, Culture and Healthcare, Minister of Healthcare, Education and Sports, Minister of Education and Science. From 2000 till 2003 – Akim (Mayor) of Western-Kazakhstan Oblast. From 2003 till 2004 Extraordinary and Plenipotentiary Ambassador of Kazakhstan to the Russian Federation, since May 2004 - Extraordinary and Plenipotentiary Ambassador of Kazakhstan to Armenia and Finland.
Since January 2006 Akim (Governor) of Mangystau Oblast.
Akim (Governor) of Pavlodar Oblast
Bakytzhan A. Sagintayev
Was born October 13, 1963 in the village of Ucharal in Dzhambul oblast. Married, has two daughters.
Graduated from the S.M.Kirov Kazakh State University (1985), PhD in Economics.
After graduation was teaching at the Almaty Institute of Agriculture (1985-88); was Vice Akim (Governor) of Zhambyl oblast (February 1998 – February 1999); Vice Chairman of the Kazakhstan’s Agency for Small Business Support (June - October 1999); Chairman of the Board of the Fund for Small Business Development CJSC (December 1999 - January 2001); Chairman of the Kazakhstan’s Agency for Natural Monopolies Regulation (September 2004 – December 2007); from December 2007 headed the Kazakhstan Prime Minister’s Office.

Akim (Governor) of Northern-Kazakhstan Oblast
Serik S. Bilyalov
Was born April 5, 1958 in the village of Sartomar, North Kazakhstan. Married, three children.
Graduated from the Tselinograd Agriculture Institute (1983), Almaty Institute for Economics and Statistics (1998).
Started professional career in 1974 as a veterinarian in the Molodogvardeitsy State Farm in North Kazakhstan; later on worked as zootechnician in the Andreevski State Farm. After graduating from the Tselinograd Agriculture Institute in 1983 worked as chief zoo technician in a number of state farms in North Kazakhstan, headed Aralgash State Farm. In 1992 became chief zoo technician and was promoted to President of the Bishkul poultry farm.
From 1999 served as Akim (regional governor) of Bulayev, Esil, Kyzylzhar regions of North Kazakhstan.
In March 2007 was appointed vice Akim of North Kazakhstan.
In October 2007 was appointed Akim of North Kazakhstan.
