Karim K. Massimov
Was born in 1965. Graduated from Beijing Language and Culture University, Law School of Wuhan University, and Kazakh State Academy of Management. Holds degrees in international law and economics. Doctor of Science in Economics. Speaks English, Chinese, and Arabic.
Started his professional carrier as Senior Economist at the Ministry of External Economic Ties of the Republic of Kazakhstan; served as Senior Specialist of the China-based representation office of the Kazakh Ministry of External Economic Ties in Urumqi; held position of the Managing Director of the Kazakh Trading House in Hong Kong. Went on to hold positions of the Chairman of the Board of Almaty Trade and Finance Bank and Chairman of the Board of the People’s Savings Bank of Kazakhstan. Was appointed Minister of Transport and Communications, Deputy Prime-Minister of the Republic of Kazakhstan, Assistant to the President of the Republic of Kazakhstan.
From January 2006 served as Vice Prime Minister of the Republic of Kazakhstan.
From April 2006 - Vice Prime Minister-Minister of Economic Affairs and Budget Planning. Incumbent Prime Minister of the Republic of Kazakhstan since January 2007.
First Deputy Prime Minister
Umirzak Shukeev
Born in 1964. Graduated from the Moscow Economics and Statistics Institute (1986) with a degree in mathematics methods in economics. PhD in economics. Was employed as junior and leading research fellow in a number of research facilities in Almaty. Went on to work as a consultant with the Supreme Economic Council under the President; as an advisor to the President for economic issues; vice head of the Finance, Labor and Social Protection of the Population Department in the Presidential Service and in the Cabinet. In 1993-1995 – deputy head of administration of South Kazakhstan Oblast. Starting from November 1995 – Minister of Economy of the Republic of Kazakhstan. Starting from early 1998 – Deputy Head of Presidential Administration. Starting from August 1998 – Governor of Kostanai Oblast. Later he served as Astana city Mayor, then as Governor of South Kazakhstan Oblast. Member of the Supreme Economic Council under the President (February – November 1997), Member of the National Council for Sustainable Development of the Republic of Kazakhstan (November 1997 – August 1998). Chairman of the Supervisory Board of Kazakhoil CJSC (March – December 1997). Awarded with “Parsat” Order. Starting from March 2004 – Mayor of Astana City. In September 2006 he was appointed Governor of South Kazakhstan Oblast. In August 2007 appointed Vice-Prime-Minister of the Republic of Kazakhstan.

Aset O. Issekeshev
Born August 17, 1971 in Karaganda.
In 1994 graduated from the Al-Farabi Kazakh State National University with a major in law; in 1998 graduated from the Higher School of Public Administration under the directorship of the President.
In 1995-1997 worked as Assistant and Senior Assistant Attorney in Medeu District in Almaty.
In 1998-1999 worked as Chief Officer with the Agency for Strategic Planning and Reforms.
In 1999-2000 headed Justice Ministry Department for Registration and Enforcement of Central and Local Agencies’ Regulations.
From 2000 to 2001 was President of the Nationalnaya Yuridicheskaya Sluzhba CJSC [legal consulting services] with Justice Ministry; later worked in the private sector.
From November 2002 to June 2003 was Advisor to the Minister of Economy and Budget Planning.
From 2003 held portfolio of the Vice Minister of Industry and Trade.
From 2006 was Vice President of the Board at Kazyna Fund for Sustainable Development.
From 2007 to 2008 was Director for Marketing of financial projects with Credit Swiss (Kazakhstan).
From February 2008 to May 2009 served as Aide to the President of Kazakhstan.
From May 2009 was Minister of Industry and Trade.
In March 2010 was appointed Vice Prime Minister – Minister of Industry and Trade.
Minister of Internal Affairs
Serik N. Baimaganbetov
Was born in 1958. Graduated Moscow state university of a name of M.V.Lomonosov, Academy of the Ministry of Internal Affairs of the USSR, the candidate of jurisprudence.
In 1980-1992 years worked in various posts of law-enforcement bodies.
In 1992-2001 years worked on managing posts in Administration of the President of the Republic of Kazakhstan.
In 2001-2007 years took up posts of vice-minister of internal affairs, vice-minister of justice, the deputy chairman of Agency of the Republic of Kazakhstan on struggle against economic and corruption criminality (financial police), the head of a Section on questions of law-enforcement and judicial systems of the Administration of the President.
In 2007-2009 years - deputy of Mazhilis of Parliament of the Republic of Kazakhstan, the chairman of Committee on the legislation and judicial - legal reform.
April, 2, 2009 By the Decree of the President of the Republic of Kazakhstan was appointed Minister of Internal Affairs of the Republic of Kazakhstan.
In December, 2001 the special rank the general - major of internal service is given.
Awarded with the " Kurmet " order.
Minister of Healthcare
Zhaksylyk Doskaliyev
Born in 1955 in Alga (Aktobe Oblast). Graduated from Aktobe State Medial Institute. Doctor of Medical Sciences, Professor. Winner the State Award of Kazakhstan, Member of the Academy of Medical Sciences.
Worked as a physician later as deputy head physician of Alga regional hospital. Took postgraduate clinical studies in Moscow, was involved in scientific work during 1991-1998 at Syzganov National Scientific Center for Clinical and Experimental Surgery, headed Aktobe State Medial Academy. Served as Chairman of the Agency for Healthcare Affairs, Minister of Healthcare, Deputy of the Mazhilis (Lower Chamber) of the Parliament, Chairman of the Committee for Social and Cultural Development.
Since November 2008 – Minister of Healthcare of the Republic of Kazakhstan.

Marat M. Tazhin
Was born in 1960 in Akytubinsk. Graduated from Almaty Institute of National Economy, and Graduate School of the Kirov Kazakh State University. Doctor of Social Studies. Professor.
In 1987-1988 took a fellowship program course at London University.
In 1991-1992 was chairman of the Social Studies Department at the Social Studies Teaching Staff Advanced Training Institute with the Al-Farabi Kazakh State University.
From 1992 he held managerial positions in the President’s Staff and the Cabinet of Ministers of the Republic of Kazakhstan: First Vice Head, Head of the Internal Politics Department, Deputy Head of the President’s Staff, and Head of the Information and Analysis Center.
In 1994-1995, he served as Counselor of State to the President of the Republic of Kazakhstan.
In 1995-1999 served as Head of the Administration of the President and Head of the Center for Analysis and Strategic Studies under the Presidential Administration. In 1999-2001 held the position of the National Security Aide to the President– Secretary of the Security Council.
In 2000 he chaired the State Committee for Corruption Control. In 2001 headed the National Security Committee.
In 2002 served as National Security Aide to the President–Secretary of the National Security Committee. From August 2002 to April 2006 held the position of the First Deputy Head of the Administration of the President.
From April 2006 – Aide to the President – Secretary of the National Security Committee.
Awarded with the Kurmet order and two medals.
Minister of Culture
Mukhtar A. Kul-Mukhammed
Born December 12, 1960 in village Chuguchak, China. Ethnic Kazakh. Graduated from the Al-Farabi Kazakh State University; Doctor of Law, Professor. Published over 100 scholarly works, including 6 monographs.
Major directions of scientific activity: history of State and law, history of political and legal movements, theory of State and law.
1982 – 1992: science editor, senior science editor, chief editor for philosophy, law and sociology, executive editor, deputy chief editor of Main Editors Office of Kazakh Encyclopedia.
1992-1999: Director of small enterprise “Atamura”, Chairman of “Atamura” JSC , President of publishing corporation “Atamura”.
1999 – 2001: Deputy of the Senate of the Parliament of the Republic of Kazakhstan, Secretary of the Senate Committee for Legislation and Legal Reform, Chairman of the Senate Committee for Social and Cultural Development.
2001-2003: Minister of Culture, Information and Social Accord of the Republic of Kazakhstan.
2003-2007: Advisor to the President of the Republic of Kazakhstan, Press-Secretary of the President of the Republic of Kazakhstan, Deputy Head of the Presidential Administration.
2007-2008: Akim (Governor) of Kyzylorda Oblast.
In 2008 –2010 - Minister of Culture and Information of the Republic of Kazakhstan.
From March 2010 served as Minister of Culture.
Was awarded with the State Prize of Kazakhstan in 1996 and with Kurmet Order in 2004.
Minister of Defense
Adilbek R. Dzhaksybekov
Born July 26, 1954 in Burli village, Karabalyk district, Kostanai oblast.
In 1977 graduated from the Russian State Institute of Cinematography (VGIK) with a major in economics. In 1987 took a retraining course in logistics at the Plekhanov Russian Academy of Economics. PhD in Economics.
Has worked in Goskino (USSR State Committee for Cinematography) and Gossnab (the State Committee for Material Technical Supply) in Kazakhstan, headed a number of enterprises. From 1988 to 1995 headed Tsesna Corporation [well-established conglomerate in Kazakhstan with diverse businesses ranging from real estate and construction to banking]. In 1995 was elected into the Senate. In 1996 was appointed First Vice Governor of Akmolinsk oblast.
From December 1997 to June 2003 was Mayor of Astana. From June 2003 to December 2004 held portfolio of the Minister of Industry and Trade. From December 2004 headed Administration of the President. From January 23 to October 13, 2008 was the First Vice Chairman of the Nur Otan political party – Advisor to the President.
From November 2008 to June 2009 served as Ambassador Extraordinary and Plenipotentiary to the Russian Federation.
In June 2009 was appointed Minister of Defense.
President of the Kazakhstan’s Football Federation. Awarded with the State Prize of Kazakhstan for the “Round Squire” architectural project in Astana.
Awarded with the First President Nursultan Nazarbayev Order, Barys III Order, Order of Yaroslav the Wise of the 3rd degree (Ukraine). Author of two books about Astana, including his memoirs as the first mayor of Astana.
Minister of Education and Science
Zhanseit K. Tuimebayev
Born on July 8, 1958. Graduated from the Kirov Kazakh State University (1980), philologist, PhD in Philology, Associated professor. Minister extraordinary and plenipotentiary of the 2nd rank.
September 1999 – appointed Chief of Protocol of President of the Republic of Kazakhstan, March 2004 – Advisor to President of the Republic of Kazakhstan. February 2006 – Ambassador of Kazakhstan to the Russian Federation.
Since January 2007 appointed Minister of Education and Science of the Republic of Kazakhstan
