Prime Minister of the Republic of Kazakhstan
AKHMETOV SERIK NYGMETOVICH
Born on June 25, 1958in Karagandy oblast. He graduated from the Technical University of Karaganda Metallurgic Plant andfrom postgraduate course of the Russian Academy of Management. Engineer- metallurgist, Doctor of Economic Sciences.
He started his career at the Karaganda Metallurgical Plant.
From 1983-1990 he worked in Komsomol and Communist party bodies, was the first secretary of Karaganda regional committee of Komsomol.
From 1993 to 1995 he was engaged in business, then headed the Foreign Economic Relations Department of Karaganda Metallurgical Plant and held the position of President of the Central Kazakhstan commodity exchange "Ken Dala".
From 2001 he has held the following positions:Akim (Governor) of Temirtau, first deputy Akim of Astana, head of the State Inspection for Administrative Supervision and Personnel Policies at Kazakhstan Presidential Administration, Chairman of the Board of the Union of entrepreneurs and employers of Kazakhstan "Atameken", Minister of Transport and Communications of the Republic of Kazakhstan, Deputy Prime-Minister of Kazakhstan.
Starting from November 2009 he served as Akim (Governor) of Karaganda oblast.
In January 2012 he was appointed as First Deputy Prime-Minister of Kazakhstan.
Since September 24, 2012 - Prime Minister of the Republic of Kazakhstan
He was awarded the order of Kurmet and Parasat, medal "For Labor Valor" and various commemorative medals.
He is married and has two children and two grandchildren.
First Deputy Prime Minister – Minister of Regional Development
Bakytzhan Sagintayev
Bakytzhan Sagintayev was born on October 13, 1963 in Talas district of Zhambyl region.
He graduated from the Kazakh State University, candidate of economic sciences.
He began his career as a teacher in the political economy department of the Almaty Institute of National Economy.
In 1988-1992, he worked in the Kazakh State University and advanced in his career from assistant to assistant professor of the sociology department.
From 1992 to 1998 he was in business.
In 1998, he was appointed Deputy Governor of Zhambyl region.
In 1992-2002, he held the post of the Deputy Chairman of the Agency for Small Business Support, Deputy Chairman of the Agency for Regulation of Natural Monopolies, Competition Protection and Small Business Support of Kazakhstan.
In 2002-2004, he served as the First Deputy Chairman of the Agency for Regulation of Natural Monopolies and Competition Protection of Kazakhstan.
From 2004 to 2007, he chaired the Agency for Regulation of Natural Monopolies of Kazakhstan.
In 2007-2008, B.Sagintayev headed the Prime Minister’s Office of Kazakhstan.
On September 30, 2008, he was appointed Governor of Pavlodar region.
On January 20, 2012, he was appointed Minister of Economic Development and Trade of Kazakhstan.
On September 24, 2012, he became First Deputy Head of “Nur Otan” National Democratic Party.
On January 16, 2013, by the Decree of the President he was appointed First Deputy Prime Minister – Minister of Regional Development of Kazakhstan.
B.Sagintayev was awarded “Kurmet” order and anniversary medals.
He is an author of a number of scientific works, publications on state regulation of the natural monopolies, small and medium business development.
B.Sagintayev is married and has two children.

YERBOL ORYNBAYEV
Deputy Prime Minister Yerbol Orynbayev
Yerbol Orynbayev was born in 1971.
In 1993б he graduated from the Lomonosov Moscow State University where he was trained as a lawyer.
In 2002, Y.Orynbayev graduated from the Duke University (USA), economist. He holds the master’s degree in international economic development.
He started his carrier from the position of a specialist in “Ak-Bastau Bank” in Shymkent city. Later he worked as the Deputy Chairman of the board of Moscow Joint Stock Commercial Bank “Future”.
From January 1996 till December 1997 Y.Orynbayev held the post of the Deputy Governor of South Kazakhstan region, worked as the Head of the department of the Kazakh Agency on Strategic Planning and Reforms, Deputy Head of the Social and Economic Department of the Presidential Administration, Director of the department of the Kazakh Agency of Civil Service Affairs.
From 2002 till 2003 – Deputy Minister of Economy and Budget Planning of Kazakhstan;
From 2004 till 2007 – Deputy Head of the President’s Administration of Kazakhstan;
From 2007 – Head of the Prime Minister’s Office of Kazakhstan;
From 2008 – Deputy Prime Minister of Kazakhstan.

Kelimbetov Kairat Nematovich
He was born on January 28, 1969 in Almaty.
In 1993 has graduated from Moscow State University named after M.V. Lomonosov, specialty – mathematician.
In 1996 he graduated from Market Institute of Kazakh Management Academy, National School of Public Administration under the President of the Republic of Kazakhstan.

He began working in 1993 as a graduate student, assistant to the Kazakh State University named after Al-Farabi.
In 1996 he worked as Senior expert of the Supreme Economic Council under the President of the Republic of Kazakhstan

Born on August 17, 1971 in Karaganda.
In 1994 graduated from the legal department of KazGNU (Kazakhstan State National University) named after Al-Farabi, in 1998 – the Higher School of Public Administration (HSPA)under the President of RK.
In 1995-1997 worked as an intern, Assistant, Senior Assistant of the Prosecutor of Medeu Region; student of the National HSPA (1997-1998).
In 1998-1999 worked as a Chief Specialist of the Agency for Strategic Planning and Reforms of RK.
In 1999-2000 worked as the Director of the Department for Registration and Control over Normative Legal Acts of Central and Local Bodies of the Ministry of Justice of RK.
Since 2000 to 2001 – the President of “National Legal Service” CJSC under the Ministry of Justice of the Republic of Kazakhstan, then up to 2002 worked in private sector.

From 1988 – deputy head of the department of public order of the Department of Internal Affairs of Almaty region.
From 1989 – head of the Department of Internal Affairs of Kapchagai town of the Department of Internal Affairs of Almaty region.
From 1992 – head of the Office of criminal police, first deputy head of the Department of Internal Affairs of Almaty region.
From March till July 1997 – head of the Main Department of the Internal Affairs of Almaty city.
From 1997 – head of the Chief Directorate of Internal affairs of Almaty.
From 2003 – head of the Main Department of the Internal Affairs, Department of the Internal Affairs of Almaty region.

She was born on August 1, 1961 in the Karaganda oblast.
In 1984 graduated from the Karaganda State Medical Institute, "Medical care".
In 2004 she graduated from the Karaganda State University named after E.A. Buketov under specialty "law".
From 2001 to 2006 – she was a doctoral candidate of scientific degree at the Department of Public Health and Health Management of the Kazakh State Medical Academy.
From 1984 to 1998 she worked as a doctor neurologist in health facilities of Karaganda oblast, deputy chief physician of the Karaganda oblast multidisciplinary curative and diagnostic association.
From 1998 to 2001 she was head of medical care organization unit of Karaganda Oblast Health Department, chairperson of medical and social expert commission № 5 of the Karaganda Oblast Department of Labor, Employment and Social Protection.
From 2001 to 2004 she was head of unit, Head of Department, Deputy Director of the Department for curative and prevention work, head of apparatus of the Ministry of Health of the Republic of Kazakhstan.
From 2004 to 2006 – she was Vice-Rector of the Kazakh State Medical Academy.
From 2006 to 2008 - chief expert, chief inspector of socio-economic analysis unit, head of the department of social and economic monitoring of the Presidential Administration of the Republic of Kazakhstan.
Since December 4, 2008 – she has been a chairperson of the Committee for medical services control of the Ministry of Health of the Republic of Kazakhstan.
Since November 5, 2009 she has been a chairperson of the Committee for health service purchasing of the Ministry of Health of the Republic of Kazakhstan.
By Regulation of the Government of the Republic of Kazakhstan dated April 23, 2010 she was appointed to the post of Vice-Minister of Health of the Republic of Kazakhstan.
In 2009 she was awarded the “Kurmet” Order for her distinguished contribution to public and social services, a significant contribution to the socio-economic and cultural development of the country, strengthening friendship and cooperation between the nations.
By Decree of the President of the Republic of Kazakhstan dated October 7, 2010 she was appointed as a Minister of Health of the Republic of Kazakhstan.

Born on April 28, 1959, graduated from the Moscow State Institute of International Relations (International economic relations), Diplomatic Academy of the Ministry of Foreign Affairs of USSR (history of foreign politics and international relations). Speaks English, Hindi, Urdu, French languages.
Has been on diplomatic service since July 1985 in Consular Service, Protocol and Political, Press and Information and Foreign Economic Relations branches of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Since June 2002 – Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland, Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to the Kingdom of Sweden, The Kingdom of Norway and the Republic of Ireland.
Since July 2007 – Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to the United States of America with concurrent accreditation to the Federal Republic of Brazil.
On September 28, 2012 was appointed Minister of Foreign Affairs of the Republic of Kazakhstan.

Mukhtar Kul-Mukhammed
Mukhtar Kul-Mukhammed was born in 1960. He graduated from the Al-Farabi Kazakh National University, doctor of law, professor. He is married and has 4 daughters and a son.
In 1982-1992, he worked as a science editor, senior science editor, head of the philosophy, law and sociology editorial office, executive secretary of the Kazakh Soviet Encyclopedia.
In 1992-1999, he held the position of the President of “Atamura” publishers corporation.
From 1999 to 2001 M.Kul-Mukhammed was a Senate deputy of the Kazakh Parliament, secretary of the Committee for legislation and legal reform, chairman of the Committee for social and cultural development of the Senate.
In 2001-2003, he held the post of the Minister of Culture, Information and Public Accord of Kazakhstan.
From 2003 to 2007 he was President’s Aide, Press Secretary of the President of Kazakhstan, Deputy Head of the President’s Administration – Press Secretary of the President of Kazakhstan.
From 2007 to 2008 he headed Kyzylorda region.
From 2008 to 2010 M.Kul-Mukhammed held the position of the Minister of Culture and Information of Kazakhstan.
In 2010-2011 he held the post of the Minister of Culture of Kazakhstan.
By the Decree of the President he was appointed State Secretary of Kazakhstan on January 23, 2012.
On January 16, 2013, by the Decree of the President, M.Kul-Mukhammed was appointed Minister of Culture and Information of Kazakhstan.

Adilbek R. Dzhaksybekov
Born July 26, 1954 in Burli village, Karabalyk district, Kostanai oblast.
In 1977 graduated from the Russian State Institute of Cinematography (VGIK) with a major in economics. In 1987 took a retraining course in logistics at the Plekhanov Russian Academy of Economics. PhD in Economics.
Has worked in Goskino (USSR State Committee for Cinematography) and Gossnab (the State Committee for Material Technical Supply) in Kazakhstan, headed a number of enterprises. From 1988 to 1995 headed Tsesna Corporation [well-established conglomerate in Kazakhstan with diverse businesses ranging from real estate and construction to banking]. In 1995 was elected into the Senate. In 1996 was appointed First Vice Governor of Akmolinsk oblast.
From December 1997 to June 2003 was Mayor of Astana. From June 2003 to December 2004 held portfolio of the Minister of Industry and Trade. From December 2004 headed Administration of the President. From January 23 to October 13, 2008 was the First Vice Chairman of the Nur Otan political party – Advisor to the President.
From November 2008 to June 2009 served as Ambassador Extraordinary and Plenipotentiary to the Russian Federation.
In June 2009 was appointed Minister of Defense.
President of the Kazakhstan’s Football Federation. Awarded with the State Prize of Kazakhstan for the “Round Squire” architectural project in Astana.
Awarded with the First President Nursultan Nazarbayev Order, Barys III Order, Order of Yaroslav the Wise of the 3rd degree (Ukraine). Author of two books about Astana, including his memoirs as the first mayor of Astana.
