Karim K. Massimov

 Was born in 1965. Graduated from Beijing Language and Culture University, Law School of Wuhan University, and Kazakh State Academy of Management. Holds degrees in international law and economics. Doctor of Science in Economics. Speaks English, Chinese, and Arabic.
Started his professional carrier as Senior Economist at the Ministry of External Economic Ties of the Republic of Kazakhstan; served as Senior Specialist of the China-based representation office of the Kazakh Ministry of External Economic Ties in Urumqi; held position of the Managing Director of the Kazakh Trading House in Hong Kong. Went on to hold positions of the Chairman of the Board of Almaty Trade and Finance Bank and Chairman of the Board of the People’s Savings Bank of Kazakhstan. Was appointed Minister of Transport and Communications, Deputy Prime-Minister of the Republic of Kazakhstan, Assistant to the President of the Republic of Kazakhstan.
From January 2006 served as Vice Prime Minister of the Republic of Kazakhstan.
From April 2006 - Vice Prime Minister-Minister of Economic Affairs and Budget Planning. Incumbent Prime Minister of the Republic of Kazakhstan since January 2007.

Kelimbetov Kairat Nematovich

He was born on January 28, 1969 in Almaty.
In 1993 has graduated from Moscow State University named after M.V. Lomonosov, specialty – mathematician.
In 1996 he graduated from Market Institute of Kazakh Management Academy, National School of Public Administration under the President of the Republic of Kazakhstan.
In 1998, Georgetown University of Washington, the United States of America
He began working in 1993 as a graduate student, assistant to the Kazakh State University named after Al-Farabi.
In 1996 he worked as Senior expert of the Supreme Economic Council under the President of the Republic of Kazakhstan
In 1997 he took the position of Deputy Director, Director of Department at the Agency for Strategic Planning
In 1998 was appointed Head of Social and Economic Department of the Administration of the President of the Republic of Kazakhstan.
In 1999 - 2001 served as Chairman of the Agency for Strategic Planning,
In 2001 - 2002 - First Vice-Minister of Finance of the Republic of Kazakhstan.
From 2002 to 2006 served as Minister of Economy and Budget Planning of the Republic of Kazakhstan.
From 2006 to 2008 served as CEO of Kazyna Sustainable Development Fund.
From January to October 2008 served as Head of Administration of the President of the Republic of Kazakhstan.
Since October 2008 he is CEO of the Sovereign Wealth Fund “Samruk-Kazyna” JSC.
Member of Political Bureau of the National Democratic Party “Nurotan”.
He is the author of numerous scientific publications. He is fluent in English and French.
In 2005 he was awarded with “Kurmet” order and other medals.
He is married with a daughter and a son.

Minister of Industry and new tehnologies of the Republic of Kazakhstan

ASSET ISSEKESHEV

Born on August 17, 1971 in Karaganda.
In 1994 graduated from the legal department of KazGNU (Kazakhstan State National University) named after Al-Farabi, in 1998 – the Higher School of Public Administration (HSPA)under the President of RK.
In 1995-1997 worked as an intern, Assistant, Senior Assistant of the Prosecutor of Medeu Region; student of the National HSPA (1997-1998).
In 1998-1999 worked as a Chief Specialist of the Agency for Strategic Planning and Reforms of RK.
In 1999-2000 worked as the Director of the Department for Registration and Control over Normative Legal Acts of Central and Local Bodies of the Ministry of Justice of RK.
Since 2000 to 2001 – the President of “National Legal Service” CJSC under the Ministry of Justice of the Republic of Kazakhstan, then up to 2002 worked in private sector.
Since November 2002 to June 2003 – the Counselor to the Minister of Economy and Budget Planning of RK.
Since 2003 – Vice-Minister of Industry and Trade of RK.
Since 2006 – Deputy Chairman of “Sustainable Development Fund “Kazyna” JSC.
Since 2007 to 2008 –Director of Marketing for Financial Projects of “Credit Swiss (Kazakhstan)” LLC.
Since February 2008 to May 2009 – Assistant to the President of the Republic of Kazakhstan.
Since May 2009 – Minister of Industry and trade of the Republic of Kazakhstan.
Sinse March 2010 - Deputy Prime Minister - Minister of Industry and new tehnologies of the Republic of Kazakhstan.

YERZHAN KAZYKHANOV

Born on 21 August 1964 in Almaty.

He graduated from the Saint-Petersburg State University, Faculty of Oriental studies (1987). Fluent in English and Arabic. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

1987 to 1989 – military service in armed forces.

1989 - 1992 – Second Secretary, First Secretary at the Protocol-Political Division of the Ministry of Foreign Affairs of Kazakhstan.

1992 - 1995 – Head of Division, Deputy Chief of State Protocol service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

1995 - 2000 – First Secretary, Counselor at the Permanent Mission of Kazakhstan to the United Nations in New York.

2000 - 2003 – Director of the Department of Multilateral Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

2003 - 2007 – Permanent Representative of the Republic of Kazakhstan to the United Nations, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Cuba (non-resident).

2007 - 2008 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

February to December 2008 – Assistant to the President of the Republic of Kazakhstan.

2009 - 2011 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Austria, Permanent Representative of the Republic of Kazakhstan to the International Organizations in Vienna.

From February to April 2011 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

On 11 April 2011, Yerzhan Kazykhanov was appointed Minister of Foreign Affairs of the Republic of Kazakhstan.

Awarded with the medal “For valorous work”(2005), anniversary medals “10 years of Independence of the Republic of Kazakhstan”(2001), “10 years of the Constitution of Kazakhstan”(2005), “10 years of the Parliament of the Republic of Kazakhstan”(2006), “10 years of Astana”(2008).

Holds a PhD in history. Mr. Kazykhanov is the author of numerous articles and publications in Kazakh and foreign periodicals on multilateral diplomacy issues and the United Nations.

Married with two children.

 

Minister of Culture and Information

Darkhan Mynbay

Darkhan Mynbay was born on 26 January 1962 in South Kazakhstan region. In 1985 he graduated from Moscow State University, a journalist.

1985 to 1990 - editor, senior editor, Information Agency under the Council of Ministers of Kazakh SSR (KazTAG)

1990 - 1994 - senior consultant, senior adviser of the Supreme Council of Kazakhstan

1994 - 1996 - editor in chief of the republican newspapers "Orken" - "Horizon"

1996 - 1997 - Vice-President of the Republican Corporation "Television and Radio of Kazakhstan"

1997 - 2002 - Deputy Governor of South Kazakhstan region
2002 - 2004 - head of the department of youth and domestic policies of South Kazakhstan region

2004 - 2006 - Akim of Tyulkubas district of South Kazakhstan region

2006 - 2008 - Deputy Governor of South Kazakhstan region

From April 2008 to November 2008 - Vice-Minister of Culture and Information of Kazakhstan

In November 2008, by the Head of State was appointed head of the department of internal policy of the Administration of the President of Kazakhstan.


Minister of Defense

Adilbek R. Dzhaksybekov

Born July 26, 1954 in Burli village, Karabalyk district, Kostanai oblast.

In 1977 graduated from the Russian State Institute of Cinematography (VGIK) with a major in economics. In 1987 took a retraining course in logistics at the Plekhanov Russian Academy of Economics. PhD in Economics.

Has worked in Goskino (USSR State Committee for Cinematography) and Gossnab (the State Committee for Material Technical Supply) in Kazakhstan, headed a number of enterprises. From 1988 to 1995 headed Tsesna Corporation [well-established conglomerate in Kazakhstan with diverse businesses ranging from real estate and construction to banking]. In 1995 was elected into the Senate. In 1996 was appointed First Vice Governor of Akmolinsk oblast.

From December 1997 to June 2003 was Mayor of Astana. From June 2003 to December 2004 held portfolio of the Minister of Industry and Trade. From December 2004 headed Administration of the President. From January 23 to October 13, 2008 was the First Vice Chairman of the Nur Otan political party – Advisor to the President.

From November 2008 to June 2009 served as Ambassador Extraordinary and Plenipotentiary to the Russian Federation.

In June 2009 was appointed Minister of Defense.

President of the Kazakhstan’s Football Federation. Awarded with the State Prize of Kazakhstan for the “Round Squire” architectural project in Astana.

Awarded with the First President Nursultan Nazarbayev Order, Barys III Order, Order of Yaroslav the Wise of the 3rd degree (Ukraine). Author of two books about Astana, including his memoirs as the first mayor of Astana.
