Minister of Agriculture

Akhmetzhan S. Yesimov

Akhmetzhan S. Yesimov

Born in 1950. Graduated from Kazakh Agricultural Institute, Academy of Social Sciences under the aegis Central Committee of the Communist Party of the Soviet Union, Doctor of Economic Sciences.
Worked as engineer, director of sovkhoz and manager at public administration of Almaty Oblast. In 1990-1994 served as first deputy chairman of GosAgroProm, first deputy Minister of Agriculture, Head of Almaty Oblast Administration. Between 1994 and 1998 – deputy Prime-Minister, State Secretary, First Deputy Prime-Minister – Chairman of State Committee for Investments, Head of Presidential Administration of the Republic of Kazakhstan. For several years he represented Kazakhstan’s interests as Ambassador Extraordinary and Plenipotentiary in the Kingdom of Belgium, Kingdom of Netherlands and Grand Duchy of Luxemburg. He headed the mission of the Republic of Kazakhstan to EU and NATO.
From May 2001 till January 2006 he worked as Minister of Agriculture, Deputy Prime-Minister of the Republic of Kazakhstan.
Since January 2006 he once again was appointed to head the Ministry of Agriculture of the Republic of Kazakhstan.

 

Minister of Transport and Communications

Serik N. Akhmetov

Born in 1958. Graduated from technical university incorporated with industrial plant under Karaganda Metallurgic Plant, Russian Academy of Management. Doctor of economic sciences.
Started his professional career as a worker at Karaganda Metallurgic Plant. Worked in management of public administration bodies of Karaganda Oblast, headed Kazakh agricultural produce exchange “Ken Dala”. Worked as government comptroller at the Presidential Administration, Akim (Mayor) of Temirtau city and first deputy Akim (Mayor) of Astana city, governor of State Management Inspectorate for Managerial-and-Control Operations and Personnel Policy of the Presidential Administration, Chairman of the Board of nationwide association of entrepreneurs and employers “Atameken”.
Since September 2006 – Minister of Transport and Communications of the Republic of Kazakhstan.

Minister of Labor and Social Protection of Population

Berdibek Saparbayev

Born in 1953. Graduated from Alma-Ata Institute of National Economy (1977) with major in economics. Doctor of Economy (1999), professor.

Started as an economist in state administration of national savings banks, continued in the Ministry of Finance (1977-1988) where he worked his professional pass from economist to Head of Planning and Economics Department; then served as Deputy Minister of Public Education (1988-1993); head of the Finance, Labor and Social Protection of the Population Department in the Presidential Service and in the Cabinet (1993-1994); head of the Cabinet Service (March 1995 – September 1995); Governor of Kyzylorda Oblast (September 1995 – July 1999); Governor of South Kazakhstan Oblast (July 1999 – August 2002); Chairman of the Customs Control Agency, Vice-Minister of Finance – Chairman of the Customs Control Agency of the Ministry of Finance (August 2002 – January 2006); Deputy Head of Prime-Minister’s Office – Government Representative in the Majilis (January 2006 – February 2007), Vice-Minister of Economy and Budget Planning (February 2007 – August 2007).

Since August 2007 – Minister of Labor and Social Protection of Population of the Republic of Kazakhstan.

 

Minister of Tourism and Sports

Temirkhan M. Dosmukhanbetov

Temirkhan M. Dosmukhanbetov

Born in 1949. Graduated from Kazakhstan State Institute of Physical Culture, The Al-Farabi Kazakh State National University. PhD in Education.
Started his professional career at the Kirov Kazakh State University and worked there for 12 years. Later between 1985 and 1991 held positions of Deputy Chairman and Chairman of Kazakh Nationwide All-Union Voluntary Sports Association “Trudovye Rezervy” (Labor Reserves).

Worked as president of Inturist-Kazakhstan national company and president of state-run Yassaui JSC.
Served as Minister for Youth Issues, Tourism and Sports, Akim (Mayor) of Astana city – Member of Government of the Republic of Kazakhstan. In recent years – Head of Presidential Affairs Department.
Since March 2006 – Minister of Tourism and Sports of the Republic of Kazakhstan.

Minister of Finance

Bolat B. Zhamishev

Born in 1957. Alumnus of the Kazakh  Agriculture Institute. PhD in economics.
Following graduation was involved in scientific research.
Held positions of a National Bank Department Vice Head, Vice Minister of Labor and Social Protection, First Vice Minister of Finance, Vice Minister of Internal Affairs, Vice Chairman of the National Bank, Chairman of the Agency for Supervision over Financial Market and Financial Institutions. Before being appointed Finance Minister in November 2007 he served as Vice Chairman of the Executive Board of the Eurasian Bank for Development.

 

Emergency Minister

Vladimir K. Bozhko

  Born in 1949. Graduated from the Kazakh Polytechnic Institute. PhD in law. Military rank - Lieutenant General.

After graduation worked at the Almaty electrotechnical plant. From 1976 served in the national security bodies, where he ascended from a detective to the first vice head of the National Security Committee. Before being appointed Emergency Minister in November 2007 he served as Vice Chairperson of the National Security Committee. 

 

Minister of Economic Affairs and Budget Planning

Bakhyt Sultanov

Born in 1971. Graduated from Kazakh National Technical University, Kazakh State Academy of Management; majors in engineering and economics.

After graduation worked in the Ministry of Finance where he made a career from senior economist to director of department. Was appointed Vice-Minister of Economic Affairs and Budget Planning, Chaired Statistics Agency of the Republic of Kazakhstan, served as Vice-minister of Finance.

Since August 2007 – Minister of Economic Affairs and Budget Planning.

Minister of Energy and Mineral Resources

Sauat Mynbayev

Born in 1962. In 1985 he graduated from Lomonosov Moscow State University as economist-cybernetist. PhD in economics. Started as a teacher in Alma-Ata Institute of National Economy of Kazakh SSR. In 1991-1992 presided over national construction exchange “Kazakhstan”. In 1992-1995 – first Deputy Chairman of the Board of joint-stock bank “Kazkommertsbank”. Starting from 1995 – appointed Deputy Minister of Finance – Head of the Treasury; First Deputy Minister of Finance. In 1998 – appointed Minister of Finance by presidential decree. In 1999 – appointed Deputy Head of the Presidential Administration. From 1999 to 2001- Minister of Agriculture.

Starting from 2001 – President of Development Bank of Kazakhstan CJSC, In 2002-2003 Head of Caspian Industrial Financial Group Ltd. Starting from June 2003 – Deputy Prime-Minister of the Republic of Kazakhstan, starting from 2004 – Deputy Prime-Minister – Minister of Industry and Trade. Starting from February 2006 – Head of the Holding for Management of State Assets “Samruk”.

Since August 2007 – Minster of Energy and Mineral Resources of the Republic of Kazakhstan.

Minister of Justice

Zagipa Ya. Balieva

Born in 1958. Graduated from the Kirov Kazakh State University as a layer.
After graduation worked as a legal advisor at Stroibank’s regional office, at Jambul City Executive Committee, headed of legal department of management board and headed legal department in the office of Head of Almaty City Administration.
Was elected deputy of the Supreme Council of the Republic of Kazakhstan. Since 1995 – secretary, later since January 1996 – Chairwoman of Central Election Commission of the Republic of Kazakhstan.
Since April 2005 – Minister of Justice of the Republic of Kazakhstan.
