Minister of Environment Protection

NURGALI S. ASHIMOV

Born in 1959 in Chimkent city. Graduated from Moscow Institute of Economics and Statistics (1981) with major in engineering and mathematics; took postgraduate studies in the same institute. PhD in economics (1989): thesis “Research and Development of MISC Information Databases Design Methods”. Starting from 1981 employed as junior research fellow at R&D Institute under the State Planning Committee. In 1987 promoted to Head Department of the R&D Institute under the State Planning Committee. Starting from 1990 worked as senior teacher at the National Institute of Continuing Education under the Council of Ministers, senior teacher at Kazakh Chemical-Engineering Institute. Starting from March 1992 – advisor to South-Kazakhstan Oblast Governor; in August 1992 – appointed Vice-Governor of South-Kazakhstan Oblast and chairman of Territorial Commission for State Property in the same Oblast. Starting from 1996 – Head of the National Bank’s Regional Administration of South-Kazakhstan Oblast. Starting from 1997 – Vice-Minister of Economic Affairs and Trade. Starting from 1997 – Deputy Chaimran of the Board of Bank Turan Alem CJSC. Starting from 1998 – Vice-Governor of Kostanai Oblast. Starting from February 1999 Mayor of Kostanai city. Starting from July 2000 – Vice-President for Commerce and Marketing at KazTransGaz CJSC. Starting from November 2000 – Director General of Intergas CentraI Asia CJSC. Starting from January 2001 – President of KazTransGaz CJSC. Before the current position he served First-Vice-Minister of Energy and Mineral Resources.
In 2007-2009 - Governor of South-Kazakhstan Oblast.
Since March 2009  – Minister of Environmental Protection of the Republic of Kazakhstan.

 

Minister of Agriculture

Akylbek K. Kurishbayev

Born April 13, 1961 in Almaty. Graduated cum laude from Kazakh Agricultural Institute in 1983 with a major in agrochemistry and pedology, was conferred a qualification of agronomist scholar. Started his career as a laboratory technician in the agropedology department of Williams Scientific Research Institute of Agriculture. He worked at the Institute till 1997 and rose to the position of deputy director.

In 1997 he as appointed Director of Barayev Kazakh Research Institute for Grain Farming.

In 2002-2005 – Vice-Minister of Agriculture of the Republic of Kazakhstan.

In 2006 he headed the Science Department of the Agricultural Ministry.

In 2007 – Vice-Minister of Agriculture of the Republic of Kazakhstan.

Since April 2008 – Minister of Agriculture of the Republic of Kazakhstan.

 

Minister of Transport and Communications

Abelgazy K. Kusainov

Born in 1952. Graduated from Karaganda Technical Institute, Russian Academy of Management. Degrees in technical engineering and political studies.
Started his professional career as a concreter with the Kuznetsk Metallurgical Integrated Works. Was a drill operator, a miner at coal mines of Karagandaugol (coal producer). Held managerial positions in Karaganda oblast public bodies. Headed the State Committee for Price Policy and Monopoly Control in Karaganda oblast. Was a Senator, Vice President of the Senate. Headed the Committee for Motor Roads with the Kazakhstan’s Transport Ministry, was appointed Vice Minister of Transport and Communications, Vice Minister of Economy, Industry and Trade; headed the Committee for Technical Regulation and Metrology with the Kazakhstan’s Ministry of Industry and Trade; was appointed First Vice Minister of Transport and Communications.
Since October 2007 served as Executive Secretary of the Kazakhstan’s Ministry of Transport and Communications.
March 3, 2009 was appointed Minister of Transport and Communications.

Minister of Labor and Social Protection of Population

Gulshara N. Abdykalikova

Born in 1965. Graduated from the Dzhambul Technology Institute of Light Industry and Food Processing; PhD in economics. After graduation worked as senior inspector and headed a department at the Kzylorda oblast Administration for Social Protection.

In 1994-1995 was a consultant on social protection issues with the Kazakhstan’s Supreme Council;

In 1995 - 2003 worked in the Kazakhstan’s Ministry of Labor and Social Protection holding positions of vice chief of department, chief of department of pension plans, Vice Director of Department of Human Services, Director of Department of Human Services. From March 2003 to December 2005 served as Vice Minister of Labor and Social Protection. From December 2005 to October 2006 was Chairman of the Board of the State Annuity Insurance Company. From October 2006 to October 2007 served as Vice Minister of Labor and Social Protection. From October 2007 to January 2008 was Executive Secretary of the Ministry of Labor and Social Protection. From January 2008 to March 2009 was advisor to President of Kazakhstan and chaired the National Committee for Women’s Issues and Demography under the directorship of President.

In March 2009 was appointed Minister of Labor and Social Protection.

 

Minister of Tourism and Sports

Temirkhan M. Dosmukhanbetov

Temirkhan M. Dosmukhanbetov

Born in 1949. Graduated from Kazakhstan State Institute of Physical Culture, The Al-Farabi Kazakh State National University. PhD in Education.
Started his professional career at the Kirov Kazakh State University and worked there for 12 years. Later between 1985 and 1991 held positions of Deputy Chairman and Chairman of Kazakh Nationwide All-Union Voluntary Sports Association “Trudovye Rezervy” (Labor Reserves).

Worked as president of Inturist-Kazakhstan national company and president of state-run Yassaui JSC.
Served as Minister for Youth Issues, Tourism and Sports, Akim (Mayor) of Astana city – Member of Government of the Republic of Kazakhstan. In recent years – Head of Presidential Affairs Department.
Since March 2006 – Minister of Tourism and Sports of the Republic of Kazakhstan.

Minister of Finance

Bolat B. Zhamishev

Born in 1957. Alumnus of the Kazakh  Agriculture Institute. PhD in economics.
Following graduation was involved in scientific research.
Held positions of a National Bank Department Vice Head, Vice Minister of Labor and Social Protection, First Vice Minister of Finance, Vice Minister of Internal Affairs, Vice Chairman of the National Bank, Chairman of the Agency for Supervision over Financial Market and Financial Institutions. Before being appointed Finance Minister in November 2007 he served as Vice Chairman of the Executive Board of the Eurasian Bank for Development.

 

Emergency Minister

Vladimir K. Bozhko

  Born in 1949. Graduated from the Kazakh Polytechnic Institute. PhD in law. Military rank - Lieutenant General.

After graduation worked at the Almaty electrotechnical plant. From 1976 served in the national security bodies, where he ascended from a detective to the first vice head of the National Security Committee. Before being appointed Emergency Minister in November 2007 he served as Vice Chairperson of the National Security Committee. 

 

Minister of Economic Development and Trade

Zhanar S. Aitzhanova

Born in 1965. Graduated from S.M.Kirov Kazakh State University, Joint Vienna Institute, Harvard Kennedy School.

After graduation had work placements with Kazakh State University, Moscow State University, Charles University and Central European University.

Coordinated programs at the UN Representation Office in Kazakhstan, was Assistant to UN Coordinator and UNDP Representative in Mongolia. Was Curator of programs implemented by UNDP's Regional Bureau for Europe and the CIS in Central Asia.

In September 2003 Ms. Aitzhanova was appointed Vice Minister of Industry and Trade. In 2005 she was appointed Special Representative of Kazakhstan to hold negotiations on accession to the WTO.
Was awarded with the Eren Enbegi Ushin medal (state award for conscientious public service).

In March 2010 she was appointed Minister of Economic Development and Trade.

Minister of Energy and Mineral Resources

Sauat Mynbayev

Born in 1962. In 1985 he graduated from Lomonosov Moscow State University as economist-cybernetist. PhD in economics. Started as a teacher in Alma-Ata Institute of National Economy of Kazakh SSR. In 1991-1992 presided over national construction exchange “Kazakhstan”. In 1992-1995 – first Deputy Chairman of the Board of joint-stock bank “Kazkommertsbank”. Starting from 1995 – appointed Deputy Minister of Finance – Head of the Treasury; First Deputy Minister of Finance. In 1998 – appointed Minister of Finance by presidential decree. In 1999 – appointed Deputy Head of the Presidential Administration. From 1999 to 2001- Minister of Agriculture.

Starting from 2001 – President of Development Bank of Kazakhstan CJSC, In 2002-2003 Head of Caspian Industrial Financial Group Ltd. Starting from June 2003 – Deputy Prime-Minister of the Republic of Kazakhstan, starting from 2004 – Deputy Prime-Minister – Minister of Industry and Trade. Starting from February 2006 – Head of the Holding for Management of State Assets “Samruk”.

Since August 2007 – Minster of Energy and Mineral Resources of the Republic of Kazakhstan.

Minister of Justice

Rashid T. Tusupbekov

Rashid T. Tusupbekov was born January 28, 1955 in Shimkent.

Since 1962 he lived in Karaganda and there he graduated from public school № 3 in 1973.

After the graduation he worked as a driver in fire-fighting services of Karaganda Oblast Executive Committee.

After his service in the Soviet Army he was enrolled into the law school of Karaganda State University in August 1976 and graduated cum laude in 1981.

After a three months traineeship in the Soviet Peoples Regional Court of Karaganda he was elected people’s judge in November 1981.

From 1984 to 1993 he chaired Nurinsk Regional Court of Karaganda Oblast.

From 1993 to 1999 he chaired Karaganda Oblast Court.

In April 1999 he was appointed Chairman of the Panel of Judges for Criminal Cases of the Supreme Court of the Republic of Kazakhstan. He also acted for the Chairman of the Supreme Court of the Republic of Kazakhstan.

From October to December of 2000 he chaired the Committee for Judicial Administration under the Supreme Court of the Republic of Kazakhstan.

On December 21, 2000, he was appointed Procurator General of the Republic of Kazakhstan by the presidential decree.

On December 15, 2005, he was appointed Procurator General of the Republic of Kazakhstan for his second constitutional term by the presidential decree.

On April 2, 2009 he was appointed Minister of Justice of the Republic of Kazakhstan by the presidential decree.

For his merits to the state, significant contribution into socio-economic and cultural development of the country he was awarded the Barys Order of the 2nd degree on December 8, 2003. He was also distinguished by a latter of thanks from the President of the Republic of Kazakhstan.

He has the rank of the Counselor of State for Justice of the 2nd class.
