Bakytzhan T. Zhumagulov
Born August 18, 1953. Ethnic Kazakh.
Graduated from the S.M. Kirov Kazakh State University. Doctor of Engineering, Professor, Member of the Kazakh National Academy of Sciences. Awarded with the state prize for achievements in science and education.
Well-known scientist in calculus mathematics; development and application of information technology, mathematics modeling and mathematics methods in hydrodynamics and O&G practical tasks solving. Author of over 350 scholarly works and 7 monographies published in Kazakhstan and abroad.
Started his career as a researcher and teacher at the S.M. Kirov Kazakh State University. Was promoted from the assistant lecturer to professor, Department Chair, provost (1979 – 1991). Was appointed President of the National Engineering Academy of the Republic of Kazakhstan (1991).
Was First Vice Minister of Education and Science of the Republic of Kazakhstan, headed the Internal Policy Department at the Administration of the President, headed the Social and Culture Development Department at the Kazakhstan Government (2001-2005). In April 2005 was appointed Acting Chairman of the Otan political party. In 2005 headed Nazarbayev's presidential candidate staff in the run-up to the presidential elections. In June 2007 was appointed First Vice Chairman of the Nur Otan political party. August 18 was elected deputy, Vice President of the Kazakh Majilis (lower chamber), head of the Nur Otan fraction in the Majilis. In April 2008 appointed President of the Al Farabi Kazakh National University.
Awarded with the Parasat national order, Diploma of Merit issued by the Supreme Soviet of the Kazakh SSR, “Laborer of Honours” USSR medal, “Honorary Engineer of Kazakhstan” title.
For his contribution to international cooperation and active work to develop integration in realms of science and education he was awarded with a gold medal of the International Engineering Academy, with a decoration of the Federation of Engineering Institutions of Islamic Countries (FEIIC), and with the “Engineering glory” reward of the International Engineering Academy.
In May 2009 elected First Vice President of the Federation of Engineering Institutions of Islamic Countries (FEIIC) and in July elected President of the Turkish Mathematical Society.

Askar K. Zhumagaliev
Born in 1972. Graduated from Suvorov Military School in Sverdlovsk, Kazakh National Technical University, Kazakh Humanities and Law University, Swiss Federal Institute of Technology Lausanne.
Started his career as Director of Zharyk LLP. Then was head of division, head of department and head of administration at the Ministry of Transport and Communications. Served as Vice Chairman and First Vice Chairman of the Agency for Informatization and Communications.
From October 2006 was President of KazakhTeecom National Telephone Network Operator.
In March 2010 he was appointed Minister of Communications and Information.
Minister of Labor and Social Protection of Population
Gulshara N. Abdykalikova
Born in 1965. Graduated from the Dzhambul Technology Institute of Light Industry and Food Processing; PhD in economics. After graduation worked as senior inspector and headed a department at the Kzylorda oblast Administration for Social Protection.
In 1994-1995 was a consultant on social protection issues with the Kazakhstan’s Supreme Council;
In 1995 - 2003 worked in the Kazakhstan’s Ministry of Labor and Social Protection holding positions of vice chief of department, chief of department of pension plans, Vice Director of Department of Human Services, Director of Department of Human Services. From March 2003 to December 2005 served as Vice Minister of Labor and Social Protection. From December 2005 to October 2006 was Chairman of the Board of the State Annuity Insurance Company. From October 2006 to October 2007 served as Vice Minister of Labor and Social Protection. From October 2007 to January 2008 was Executive Secretary of the Ministry of Labor and Social Protection. From January 2008 to March 2009 was advisor to President of Kazakhstan and chaired the National Committee for Women’s Issues and Demography under the directorship of President.
In March 2009 was appointed Minister of Labor and Social Protection.
Minister of Finance
Bolat B. Zhamishev
Born in 1957. Alumnus of the Kazakh Agriculture Institute. PhD in economics.
Following graduation was involved in scientific research.
Held positions of a National Bank Department Vice Head, Vice Minister of Labor and Social Protection, First Vice Minister of Finance, Vice Minister of Internal Affairs, Vice Chairman of the National Bank, Chairman of the Agency for Supervision over Financial Market and Financial Institutions. Before being appointed Finance Minister in November 2007 he served as Vice Chairman of the Executive Board of the Eurasian Bank for Development.
Emergency Minister
Vladimir K. Bozhko
Born in 1949. Graduated from the Kazakh Polytechnic Institute. PhD in law. Military rank - Lieutenant General.
After graduation worked at the Almaty electrotechnical plant. From 1976 served in the national security bodies, where he ascended from a detective to the first vice head of the National Security Committee. Before being appointed Emergency Minister in November 2007 he served as Vice Chairperson of the National Security Committee.

Zhanar S. Aitzhanova
Born in 1965. Graduated from S.M.Kirov Kazakh State University, Joint Vienna Institute, Harvard Kennedy School.
After graduation had work placements with Kazakh State University, Moscow State University, Charles University and Central European University.
Coordinated programs at the UN Representation Office in Kazakhstan, was Assistant to UN Coordinator and UNDP Representative in Mongolia. Was Curator of programs implemented by UNDP's Regional Bureau for Europe and the CIS in Central Asia.
In September 2003 Ms. Aitzhanova was appointed Vice Minister of Industry and Trade. In 2005 she was appointed Special Representative of Kazakhstan to hold negotiations on accession to the WTO.
Was awarded with the Eren Enbegi Ushin medal (state award for conscientious public service).
In March 2010 she was appointed Minister of Economic Development and Trade.
Minister of Justice
Imashev Berik Mazhitovich
The Minister of Justice of Republic Kazakhstan.
It is appointed on January, 20th, 2012 by the Decree of the President of Republic Kazakhstan.
Was born on June, 7th, 1960, the Kazakh, higher education. Has ended the Moscow state university of M.V.Lomonosova. The jurist, the candidate of jurisprudence.
Worked as the assistant to the President of Republic Kazakhstan – the Secretary of Security council.
On November, 23rd, 2011 the Decree of the President of Republic Kazakhstan it is appointed by the Deputy of the Senate of Parliament of Republic Kazakhstan – the Chairman of Committee on the constitutional legislation, judicial system and to law enforcement bodies.
It is awarded with the «Құрмет», "Парасат", the Certificate of honor of Council MPA of the CIS, six medals.

Sauat M. Mynbayev
Born in 1962. Graduated from Lomonosov Moscow State University. PhD in Economics.
Born in 1962. In 1985 he graduated from Lomonosov Moscow State University as economist-cybernetist. PhD in economics. Started as a teacher then presided over national construction exchange “Kazakhstan”, then was first Deputy Chairman of the Board of joint-stock bank “Kazkommertsbank”. Was appointed Deputy Minister of Finance – Head of the Treasury; First Deputy Minister of Finance. Later appointed Minister of Finance. In 1999 – appointed Deputy Head of the Presidential Administration. From 1999 to 2001- Minister of Agriculture.
Starting from 2001 – President of Development Bank of Kazakhstan CJSC, In 2002-2003 Head of Caspian Industrial Financial Group Ltd. Starting from June 2003 – Deputy Prime-Minister of the Republic of Kazakhstan, starting from 2004 – Deputy Prime-Minister – Minister of Industry and Trade. Starting from February 2006 – Head of the Holding for Management of State Assets “Samruk”.
From August 2007 – Minster of Energy and Mineral Resources of the Republic of Kazakhstan.
Since March 2010 - Minister of Oil and Gas.
