Askar K. Zhumagaliev
Born in 1972. Graduated from Suvorov Military School in Sverdlovsk, Kazakh National Technical University, Kazakh Humanities and Law University, Swiss Federal Institute of Technology Lausanne.
Started his career as Director of Zharyk LLP. Then was head of division, head of department and head of administration at the Ministry of Transport and Communications. Served as Vice Chairman and First Vice Chairman of the Agency for Informatization and Communications.
From October 2006 was President of KazakhTeecom National Telephone Network Operator.
In March 2010 he was appointed Minister of Communications and Information.

Sauat M. Mynbayev
Born in 1962. Graduated from Lomonosov Moscow State University. PhD in Economics.
Born in 1962. In 1985 he graduated from Lomonosov Moscow State University as economist-cybernetist. PhD in economics. Started as a teacher then presided over national construction exchange “Kazakhstan”, then was first Deputy Chairman of the Board of joint-stock bank “Kazkommertsbank”. Was appointed Deputy Minister of Finance – Head of the Treasury; First Deputy Minister of Finance. Later appointed Minister of Finance. In 1999 – appointed Deputy Head of the Presidential Administration. From 1999 to 2001- Minister of Agriculture.
Starting from 2001 – President of Development Bank of Kazakhstan CJSC, In 2002-2003 Head of Caspian Industrial Financial Group Ltd. Starting from June 2003 – Deputy Prime-Minister of the Republic of Kazakhstan, starting from 2004 – Deputy Prime-Minister – Minister of Industry and Trade. Starting from February 2006 – Head of the Holding for Management of State Assets “Samruk”.
From August 2007 – Minster of Energy and Mineral Resources of the Republic of Kazakhstan.
Since March 2010 - Minister of Oil and Gas.
